ENUGU, NIGERIA — Governance at the local level across Enugu State's 17 Local Government Areas has come under severe criticism following allegations of systematic administrative fraud and political manipulation aimed at undermining democratic elections.

​In an official public release, the Lion Building Media Team for Nwakaibie accused local government chairmen of weaponizing municipal administration to enforce political dominance. According to the advocacy group, council chairmen are structurally integrating informal groups—including the controversial G17 network—into official local security structures under the guise of administrative reorganization. Operatives are reportedly being issued appointment letters as Senior Special Assistants, Special Advisers, and Chief Security Officers to grant them public funding, official legitimacy, and state resources for grassroots political enforcement.

​The statement highlighted that established security mechanisms, such as local Neighborhood Watch outfits and Forest Guards, are being merged with political enforcers to create voter-suppression networks. To evade future legal accountability, the media team alleged that appointment letters for these controversial roles bypass traditional signatures from Council Chairmen or Secretaries, being processed exclusively through Council Chiefs of Staff to maintain plausible deniability during political clashes.

​Pointing to recent violent disruptions in Akpugo Ward 3 of Nkanu West LGA as a direct consequence of this strategy, the group called on law enforcement agencies to intervene immediately. The Lion Building Media Team urged federal security authorities to dismantle these proxy networks, protect community security assets, and hold local government officials accountable to ensure a free and transparent electoral process across Enugu State.
